No - that's wrong, and I wish people would stop saying it

Fewer schools will be able to compete. All you are seeing right now are the pieces adjusting. Soon, only, ONLY, the top 25 or so richest schools will have ANY chance at a national championship. There will be FEWER schools with a chance, not more. Every so often a school out iof the richest 25 will get a big donor and vault up, but that will be rare and besides, CFB should be based on players and coaching not money.
