I think its not open or closed but performance

They have x members on the team. They have internallly measured performance during spring practice hunger drills and last year. THey will 'score each player and position group and rank them 1-x. THey will also look at NIL they get based on what they are giving verus national databases for the position by performance. From that they know who needs to be nudged on, and for some who think their worth is better than their performance and want more, maybe its not a good NIL investment at the rate and offer lower amount or suggest find other opportunities, for players who perform well and seen improvement who reward them for reetaining. Also for some of the stars who get offers from the portal 2nd round, you have to access what they are getting (is true?? or if they are asking for more, coaches need to assess is it worth it to enter new NIL arrangements. Its pure player personnel management now.
