The federal agency I work for was impacted by several of the EOs issued and we have spent the last 2 years taking action to try to comply with at least the "spirit" of the EO. I would think the Department of Education may be in the same boat with this EO (assuming it has any impact on Title IX and other similar laws) and that is who is giving the NCAA/NCAA members the marching orders (directly or indirectly).

Depending on how the SO is worded, it will sometimes provide high level guidance on how the EO impacts the agency and even lay the foundation for how the agency may plan to "enforce" the EO in the future. Then however the agency's senior leadership interprets the EO and SO will determine the marching orders that eventually trickles down to the worker bees in the agency who are expected to carry out those orders.
