The reason I bring it up is because typically when a department is

"impacted" by an Executive Order, then the Secretary will issue a Secretarial Order (SO) which references the Executive Order in some way. Depending on how the SO is worded, it will sometimes provide high level guidance on how the EO impacts the agency and even lay the foundation for how the agency may plan to "enforce" the EO in the future. Then however the agency's senior leadership interprets the EO and SO will determine the marching orders that eventually trickles down to the worker bees in the agency who are expected to carry out those orders. At least that has been my experience any time a President has issued an EO and the EO has impacted my agency.
