Could the NCAA's motivation be coming from conversations the HQ and/or
schools have been having with the Department of Education which is subject to the EO? The federal agency I work for was impacted by several of the EOs issued and we have spent the last 2 years taking action to try to comply with at least the "spirit" of the EO. I would think the Department of Education may be in the same boat with this EO (assuming it has any impact on Title IX and other similar laws) and that is who is giving the NCAA/NCAA members the marching orders (directly or indirectly).
