Five star players generally/always play for high profile high schools and
travel programs so they are very visible. There are only 18 composite 5 stars in 247 I believe and they are very highly scouted. Same can be said for most high four stars. Public school kids and low profile private school kids are generally rated by offer lists and input from the few people that see them. There are other criteria which CC or GC could probably address but after the top 40 or so maybe more recruiting service ratings are a guess. Ratings bumps can happen when a kid has a good travel season and raises some eyebrows or gets better offers. Kids also get better offers when plan A and B options fall through and coaches offer hoping a kid develops. Darren Buchanan was such a recruit imo. A lot of big time scorers in HS play D3 or on asphalt post graduation
