Promotion/relegation could never work.

Imagine explaining to your women's basketball coach that his/her salary would get cut by 40% and his/her recruiting budget gets slashed because the football team got relegated to a division that didn't have a good TV deal. You couldn't plan your finances on a year-to-year basis, and the turnover would be even more than it is now.
