Lets be honest. The motivation levels of teams is very different

Vt Stanford , will throw everything they got at the acc tournament. Should we play Clemson or UNC? Sure it would be nice to win a acc tournament but their major focus is getting ready for next week. Everyone on the committees know that the post season league tournaments arent even close to what they were a few decades ago in impotance and are primarily still done for money. When VT won their acc tournament the Committee in its seeding didn't give us anywhere near the boost for beating unc and Duke had we done it in the regular season.
