it won't be when a large portion of schools are relegated to second class

when they have huge loss of revenue from football and basketball that enables the other sports to exist. It enriches a tiny number of football and basketball players, for the vast majority there is no real benefit right now and lots of risk of losing what benefit they do have an the opportunity to play their sport.
