It would help to level the playing field *some*, but you're correct, there's way more to it than that. (I'm curious why you type uva over and over again in lowercase letters, for one, while capitalizing other parts of your post. 😏) That's an interesting passage to me, because based on what I've seen in my small world, I just assumed UVA was leveraging their academic endowment to help in athletics. But I don't know that for a fact, so I defer to your knowledge about your own program. One unrelated thing I meant to include in my original post: I've got three kids, and I couldn't get any of them to even apply to UVA. (And it wasn't because I biased them. Because VT athletics was a job for me, my kids rarely attended Tech games, and believe it or not, I wasn't "Go Hokies!" around the house all the time. My kids grew up in a surprisingly neutral world when it came to college fandom.) Anyway, I wanted them to apply to UVA so I could compare financial offers between VT and UVA, but I couldn't even get them to apply. And I'll tell you this: VT didn't offer any of my kids a dime of financial support. Two of them went to VT and the third went to South Carolina (who offered in-state tuition and additional modest financial support.) But those last two paragraphs are neither here nor there.
