The only sure thing that I’ve seen (and believe)…

is that VT and Franklin are solid, but Sexton & Franklin are trying to juggle the VT contract to allow for the maximum payout from PSU… legalities are a terrific hold up to the whole process. Somehow from multiple posters, this evolves into “Sexton & Franklin are playing us”.
