I don't know, I think you have to base the decision on

the reality of today, not a guess about what the future holds. If he's physically ready and is the best option at 197, put him on the mat. It's not like that keeps him from improving. And while I get the logic you're proposing, I think the way guys develop is just a crapshoot.
