since ther is no round robin competition, those seedings are based on
how the wrestler does vs the competition he faces. Some #15 seeds may be better wrestlers than those seeded at #4. And sometimes it is simply strenghs and weaknesses. Look at the NCSU 125 guy ,national champion last year with a draw that turned out very favorable and is either in the consos or out already this year.
