Wrestling has 9.9 scholarships for 10 starting weight classes. Wrestling also employs partial scholarships unlike the revenue sports.
generally blue chip recruits are on higher percentages of a full ride. Pre nil and pre portal generally coaches hedged their bets depending on what they felt the potential was for the wrestler. Some schools also differentiated by cost in terms of in state and out of state scholarships.
NIL has opened the possibility of compensating a wrestler roughly equivalent to that of a scholarship. In effect it's opened the total number beyond 9.9 though
The portal has made balancing lineups more challenging for the exact principle you pointed out. But to be honest it's been harder for mid majors who seem to inevitably lose more talent than they gain.
In the end it a very difficult balancing act. The better the school (Iowa psu etc) the more likely they are to stockpile talent generally because they can restock either through the portal or nil more easily
