Both shoulder blades have to be flat on the mat.
The time in which it takes for a pin to be called is dependent on a few things, but most importantly the wrestlers and referee’s positioning. If a ref can’t see the shoulders because the wrestlers are in a funky position they *shouldn’t* be calling a fall. Jokingly, sometimes, the Ref’s eyesight will be called into question by fans… for an example just ask everyone here just how flat Levi Haynes was last year and how that match actually ended.
