What you describe is exactly the situation. The vendor is

Paciolan/IMG/LearField. Now, all that being said, if the AthDept directed the vendor to do it, they would do it. Or, they could just charge admission, and not issue tickets at all. Of course, in VT's case, the vendor directs VT, not the other way around. Almost everything at VT is now outsourced, yet the vendors are not responsive at all. Whit is either too lazy, or lacks a set, and make it happen.
