Been saying for years - limit football rosters and scholarships to 70.

That allows for a three-deep roster on O and D with four extra scholarships to be used for a kicker, punter, long snapper and another QB if the HC wants to use them that way. The money from those 15 scholarships can be used in a number of ways on other sports - like 30 half scholarships spread amongst the olympic sports.
