It operates as secretly as things operated before NIL.

No serious program is going to put all the facts on the table so every one of their opponent know exactly what they're doing for every player. Cards (knowledge & facts) are held close to the chest. Softball coaches aren't going to tell the other team if the next pitch is a change-up or fastball so they're definitely not gonna tell their opponent the truth of how much NIL one of their players is getting.
