ND wouldn't join due to scheduling.

To even have a possibility of it working, Wake would need to be voted out and Navy also voted in to have a 16 team conference with two 8 team divisions. We'd have to have a 7 game conference schedule and ND would have to be able to select their division. They'd likely be in a division with Stanford, Navy, Pitt and BC and whichever other 3 schools they'd want to play annually. (FSU, Miami and GT, perhaps?) ND would then have 4-5 OOC games to schedule at their leisure each year to fit in USC, Michigan, Purdue, whoever. Then, you'd let all the other ACC teams schedule rivals from the opposing ACC divisions as non conference games. Then have the two division champs meet for the title. So you'd have true round robins within your 8 team divisions. Wouldn't work. But that's how you'd do it.
