Assuming you need 10 votes here is a path
which I admit is far-fetched.
Dissolve Votes (10)
--------------------
VT (SEC), UVA (B1G)
UNC (B1G), NCSU (SEC), Duke and Wake (Big East, Sun Belt, or American)
FSU, Clemson (SEC)
Pitt, Louisville (B12 with financial considerations and extensive scheduling considerations)
Duke/Wake in lockstep with UNC/NCSU going forward and don't want to hold the league hostage in an untenable situation while either ditching football or joining a league it can compete in long-term (yes, I know they both did well last year).
Pitt/Louisville gain a permanent home in the #3 conference earning more money joining WVU and Cincy. They may also feel pressure to beat BC, Syracuse, and Miami who may jump them in line for B12. Pitt/Louisville would only do so with a B12 offer in hand. They also could be showered in cash from the 6 who get SEC/B1G money without lawsuits or buyouts.

The only play now is to dissolve and let schools join new conferences
