As I recall, in 2003 none of the good reasons you cited mattered

It was about who "fit" the ACC more, with a nod toward supposedly better academics. Playing a game in WVA often came with stories of battery throwing and pee bags. The enthusiasm was there, true, but that wasn't important. Then of course when the ACC panicked and added Louisville, that whole rationale went out the window. So sure, WVA would be a great fit ... today.
