Why not just let them count their Navy game as an ACC game?

Assuming they want any kind of closer association with the ACC. I'd rather add only teams that regularly draw over 60K, like OK State and WVU. Problem is there aren't very many of those, especially close by.

The ACC could have added USC and Stanford, and ND wouldn't have joined.
