That rule makes zero sense. The P2 will be just fine and even have room to add four more teams and become stronger.
But it forces individual schools to take all the risk. And it limits what the ACC and B12 can do to get stronger.
This would be bad for the non P2 schools. Congress is going to F up the sport even more and make things worse.
