FWIW there are examples of football only conferences at the DI level, so it

may not be as difficult as you think. Missouri Valley Football Conference (no affiliation with the Missouri Valley Conference even though both HQs are located in St. Louis and the buildings are less than 4-6 blocks away from each other) Pioneer Football League (non-scholarship conference) United Athletic Conference (football-only merger between Atlantic Sun and WAC. Will cease to exist as of July 2026 because it will become apart of the rebranded all-sports WAC conference with the 5 ASUN members being football-only members...confused yet?)
