Here’s my quick thoughts in response to your questions

Not all games at neutral sites are warm weather destinations. However, if you look at the mix of teams in the two conferences, particularly with the ACC’s new additions, you get a good mix of appealing options. What incentives would teams and players have to show up? Every bit as much as they do for meaningless bowl games now, plus more visibility with the package, plus lesser teams get one more chance to end on a positive note relative to one of their peers. I can understand why some folks may want to go to a nice travel spot for a getaway, but a lot of the minor bowls are for less attractive places. We wind up with a lot of ticket donations to fulfill our allotments when that happens. What makes the Military Bowl appealing to Tech fans is in large measure the convenience of Annapolis lending itself to a larger turnout and more of a home game atmosphere.
