Do you really consider NC State to be a "football brand"?

I'm not trying to hate on NC State, but I wouldn't call them a "football brand". They haven't won the ACC football championship since 1979. In fairness, UNC hasn't won it since 1980. Neither UNC or NC State is really a football brand, so NC State doesn't add any more football value to the SEC than UNC does. Given that they are roughly equal in terms of football value, why would the SEC want NC State over UNC, with all the other value UNC brings?
