I guess the ACC considers Army on that list too even though I can't find

an article to confirm it. I did find an article where James Phillips said he wanted the members to only play away games at P5 schools and Army. If the ACC didn't consider Army as an acceptable fulfillment of that requirement, then I am not sure why he would have included them in the statement.
