Damn the rules; damn the NCAA. If some city wants to host an exhibition
football game, if two schools agree to accept invitations, if a media company is willing to buy rights, who do we (or who does the NCAA) think we are to get in the way? It's just more football that we can choose to watch or to ignore. Every year we see calls to eliminate these pesky bowl games. Your objection is different in that you just question them on the grounds of NCAA rules. But why? I say, "Line-up and kick-off."
