Given that teams only play 1 football game per week, I get any tournaments

would probably need to be capped at 32 teams (example purposes only). If the schools want to keep the participation numbers the same in the tournaments as currently exist for the bowl games, then you are probably talking either 3 tournaments of 32 teams or 4 tournaments with the participation number less than 32 teams for each tournament.
