Not sure about the Big 12, but I think it speaks volumes about-

the faith that certain ACC members have in Jim Phillips' ability to steer the conference out of the current mess it's clearly in. I will also speculate that the commissioners weren't included because the plan, as I understand it, would likely put them out of a job, or, at the very least, greatly diminish their importance and influence. So, of course they're not going to like it, and, accordingly, their input wouldn't matter for much in the grand scheme.

I doubt the ACC (or the P2) would want to have any alliance with the B12.
