I had been saying the PAC12 should have approached Turner Sports

That was back when Larry Scott was there. They didn't then, but now that Turner Sports has lost the NBA it opened up the opportunity for someone to partner with TBS & TNT. It's one way for Arizona, Arizona State, Utah, and Colorado to get on the TBS and TNT air.
