Ya, the creme of those two should sign a post-2036 GOR together.

Forget poaching each other. Poach them both. Any team that wins the ACC or B12 between now and then, or gets in the playoffs, is in the "MAG-#" automatically. Have those teams draft the rest until they don't want or need any more teams. Stop at around 12 teams.
