You are right it is a possibility. Although I will say that assumption

may assume the TV model is based on the old way of doing things where state representation is the main driving factor. If the TV model continues its shift to the rating model, then may not matter the shape of the conference footprint. The SEC could generate higher ratings than the Big Ten even though the Big Ten is a "national conference."
