I think you have a valid point in the first part of your post, my answer

would be yes to both. People sometimes forget that we are discussing athletic conferences, not academic alliances. Cal has all of the assets to be relevant in college football, but the administrations made a conscious decision to not put emphasis on their revenue sports - and it shows. Stanford is Stanford, and they only need Cal as a travel partner. The ACC was in talks with schools in the PAC, just like the B12 was. Apparently, the B12 the 4 corners had their ducks in a row - and with so much at stake, Stanford just assumed they would get a BIG invite or something, because it's the ACC or bust for them now.
