They are forced to make moves because their flagship programs left.
Their east coast programs (eastern “sections” as you called it) are Cincinnati, UCF and West Virginia. Let’s take a closer look at this. From Texas to Ohio to New York to Florida, the SEC reigns, the B1G is #2 and the ACC is ahead of the Big XII.
The B1G is the undisputed conference in the Midwest. There is nobody else.
So, let’s move to the west (west of Texas at least). The B1G has USC and UCLA. The Big XII now has BYU and Colorado. And that’s it. The Big XII has nothing on the west coast, and in the mountains the Big XII only has the ghosts of Detmer, McMahon and Young (BYU) and 2 sparkly/shiny years of Coach Prime at the cost of the future of Colorado football portalling wherever he heads in 2025.
Let’s just see where the rest of the Pacific coast chips fall before we crown the Big XII the Wardens of the West.

Guarantee they wouldn't consider the B12 if Big TX was still there

Why? Because they have the fewest schools desirable to the B1G and SEC?
