Title IX is NOT an athletic regulation; it covers all educational institutions that receive even $1 of federal funding. It includes athletics, academics, employment, housing, and extracurricular activities. Title IX was expanded in the late 80's to include all programs at an institution or department that receives federal sugar, even if that program is not the one being funded by the federal $$$$.
