I should clarify
The GOR relates to anything covered in the "ESPN agreement" that the ACC has. ND football is not part of that agreement.
But, I've read that there is some agreement between ND and the ACC that ND must play 5 ACC teams each year. I don't know if that is covered under the "ESPN agreement" or some other contract. But it is not part of the GOR (at least not the original version that can be found online).
So I think there is some interpretation going on when people discuss ND.
ND football can do whatever they want, whenever they want. They can stay independent. They can join the ACC. They can join the Big Ten. The only road block is that there appears to be some contract with the ACC for scheduling that might limit what they can do as a member of the BIG. But I'm sure that contract can be changed or bought out.
All other ND sports are part of the ACC already as you mentioned. So if ND joined the BIG for all sports, they would have to pay exit fees and the other GOR related impacts from the ESPN agreement covering basketball and olympic sports. But, ND could just choose to stay in the ACC while football goes to BIG. They have that unique path available to them if they want. Who knows, maybe the ACC would release ND from the GOR if football goes to the BIG.
