My read of the GOR is that is it a separate contract that has only comes into effect if someone tries to leave. And it connects to the existing media contract with ESPN. But it is separate from any votes about the conference membership. So it is possible that the GOR contract can be dissolved with a smaller number of votes than the actual conference (as you show in the bylaws). Maybe a simple majority could work for the contract. But might depend if there is other bylaw language about contracts.
