If the ACC wanted to duplicate the SEC's rabid rivalries, then that should

give the edge to Pitt being the 16th member. The Pitt-Penn State rivalry is more rabid than the Penn State-Syracuse rivalry. Plus, the Pitt-WVU rivalry is more rabid than the WVU-Syracuse rivalry. Based on the public vs. private debate, Pitt would have the advantage there too because it is a public university. While Syracuse is a private university. I would think the only way Syracuse would have any shot to join the ACC under your scenario is if Kentucky was not interested in leaving the SEC.
