Maybe uneven distro should morph into de facto relegation?

That is, confs could divide into two or more scheduling groups, reranked by performance (either by record or by some sort of power ranking) after each year. Teams get significantly less money as they go down into the lesser groups. You don't need to kick anyone out. Just let them settle into the bottom group. For the ACC, how about this? Three groups; six, six, and five teams. Each group has to play four others in it's group, and draw as evenly as possible from the other two.
