I think you likely......

need a much better understanding. Real estate is problematic from an ownership standpoint, particularly at public institutions that likely have some form of public debt associated with the property. Controlling staffing and hiring/ firing is another can of worms altogether. Likely the easiest and most transparent will be raising additional and/or new revenue sources and taking a cut of the increased pie.
