My guess is the state politicians will make a deal

If UNC were to get called up to the P2, they would allow it if NC State was safe at current revenue levels. Whether that means an ACC minus a couple schools, a merger with B12, or a jump of schools to B12, it doesn’t matter specifically. The argument will be made that UNC in the P2 will bring extra money to the state and so NC State will be decoupled from UNC athletics. And they will say they did what they could.
