I believe you sre correct, but it just shows that it's a negotiation. If
the money is there, then Memphis will make the jump.
The PAC just has to take one (Memphis), and the others will follow. Kinda like Oregon and Washington to the Big 10. If Memphis goes, Tulane and UTSA will follow (opinion). I think it ups the stakes for some like USF, as the first (two?) get the real deal, and the others end up scrambling to not be left behind, and end up with partial deals.
