USF would be the go to for that.

They are in Tampa with the same potential for Football recruiting as FSU. FSU has benefited with their non-football programs since being in the ACC. USF would as well. Memphis has a USN&WR ranking of 269. That is worse than awful, and considerably worse than Louisvile. The ACC would have to completely overlook the academic standards to consider Memphis. The subscribers in Tennessee are worth something, but I just don't see it. For basketball we could go to UConn and Temple instead. These don't have any academic red flags.
