Yes! If the ACC/PAC/BXIII did it, not only would it be far more exciting

than the status quo in college football, but it would expose the anti-competitive nature of the B1G and SEC duopoly. You could so think in three tiers if you want to all but get rid of the OOC (1 OOC game). Or, you could do four tiers, w/4 OOC games. OR, you could divide into East and West, and have two tiers on each side and play a championship game for both tiers the status quo in college football, but it would expose the anti-competitive nature of the B1G and SEC duopoly. But there will need to be incentive to the schools that think they will start off in or end up in the bottom tier.
