It is always to benefit one group or individual over all others. And Stech, the "integrity" you seek requires only that we all follow the same rules and provide penalties that are certain and severe. We have lost that. "Fairness" is a fantasy. Lesser programs can decide to continue competing against more powerful rivals or gather themselves into a new collection of like programs. There is no "fix" for the disparity of resources.
