NFL players have the "jock tax" when they play in other states

I would assume the college players would also have to pay that. But, are they only paying out of state taxes on the formal revenue sharing from the schools? Or does it also extend to their NIL money? If college players have the same tax rules as NFL players then it would not matter as much what each individual state does. My guess though is that NIL has different tax rules since it is not a salary that is directly tied to playing the games.
