If Penn State were to be restricted to a maximum of $20M across all programs, then it's going to force some schools to pick and choose which programs to fund the most. You can build better facilities, have better TV exposure, etc.... but ultimately we know that CASH is king... and "salary caps" help prevent one team from monopolizing and killing the parity of competition
