The article mentions UO and UW being included in a merger

It certainly would not work without them. Even with those two (and maybe Cal, Stanford, Utah and one of ASU/Arizona) I can't see ESPN offering enough to keep all the current ACC members at their existing payout, AND pay the incoming PAC schools enough. OSU and WSU are non-starters. Assuming those six schools came aboard, how much additional revenue could ESPN hope to generate just from adding the ACC Network in the new states? I still think, though, that an ACC-PAC merger would only work financially with the top 16 brands from both conferences combined. Purge some of the poor TV draws from each and it's probably viable.
