Are both P2s just going to let the Pac 12-2 programs die on the vine?

This idea that two VA schools and two or more NC schools would be taken, but not Washington, Oregon, Arizona State and some others just seems nuts to me. I confess to not know all the numbers that go into these decisions, but still...
